       The Council Crier is published quarterly for leaders of Virginia Chapters of MOAA.  Editor is Melva Mallison, Maj, USAF, Ret, VCOC Public Affairs Officer.  She is assisted by the Public Affairs Committee.  Input from chapters is invited.  
       Chapters are welcome to use individual pages in their own newsletters or other communications, such as the Legislative Updates or Auxiliary Power.  Feel free to change for your own local use.
        New this month, individual pages are posted beside each page-summary rather than at the end (and the summary is shorter).  Documents are posted in two formats (both in color).  One is a Word Document, which can be changed.  The other is a PDF file, which can be viewed, saved as a copy, and printed, but not changed.  If you need particiular portions in another format, contact VCOC PAO at

     Meeting dates for the up-coming year include: 
        13 March 2009 Quarterly VCOC meeting in Charlottesville.  
        20-23 April I attend the Council President's Seminar/Storm DC.
        28 April Virginia MOAA Congressional Appreciation Luncheon DC
        10 July 2009 Quarterly VCOC meeting in Lexington.
        9 October 2009 Quarterly VCOC meeting/Biennial in Petersburg.

     On 26 January 2009,  the VCOC held the "Storming of the Hill" in Richmond.  51 VCOC members attended.  Thanks to Bill Flanagan and Sam Wilder it went very well.  Thank you for attending.
     This is a hard year for our country.  It is very important that as many of you who can come to the Congressional Luncheon in DC this year, do come.

The new wording of the VCOC National Legislative Priority, approved 9 Jan 2009, is provided.  We want to get thest to our Congressional Delegation prior to the Virginia Congressional Appreciation Luncheon and then follow up with the congresspersons and their aides at the luncheon.  We will have to lobby hard to convince them not to cut the defense budget and not to even think about increasing TRICARE costs for retirees. 

PRIORITY:  STRENGTHEN THE ALL-VOLUNTEER FORCE.  

OBJECTIVES: 
  1.  Increase size of Ground forces.
  2.  Prevent the erosion of TRICARE benefits.
  3.  Fully implement recommendations of
       Veterans Disability Benefits Commission.

Each Virginia chapter recruit ten or more by 15 October.

Accumulate at least 1,200 Virginia Give Me Tens in 2009.

YEAR OF THE CHAPTER.  325 NEW VIRGINIA MEMBERS per the postcards on MOAA Military Officer Magazine October 2008. 

As of 31 January 2009, Virginia chapters have 4,300 members, which is up from a low of 3,968 in 2008. 

DUES TO VCOC.  Under $1 per member (and free for some).
If your chapter provides free chapter membership, you need not pay VCOC dues on that member/that year.  Chapter dues to VCOC are 72 cents per regular member and 36 cents per auxiliary member, based on membership the last day of December 2008.  Due now to VCOC Treasurer. 

NEW VIRGINIA CHAPTER under development in Gainsville area.  The soon-to-be Heritage Hunt Chapter held an initial meeting 17 Feb 2009.  MOAA's COL Barry Wright and VIPMOAA's LTC Paul Mehler participated.  See photo of Heritage Hunt Clubhouse.

page 8 summary AUXILIARY POWER

The Auxiliary article this month is about resolving to reach out to another auxiliary member or friend who may be going through a rough time.

Auxiliary Liaison is a position that MOAA asked each chapter to establish as a link to the Auxiliary Committee of MOAA's Board.  Auxiliary members (survivors of deceased officers) may also hold other offices of MOAA.  Most chapters have adopted those same rules for regular and auxiliary members, so auxiliary members may serve on their boards in other capacities (president, secretary, treasurer, hospitality, personal affairs).
 

The VCOC Auxiliary Liaison is Jackie Peters.  Her photo and testimonial are included in the Auxiliary page and on MOAA website.  Surviving spouses are invited to share their story, testimonial and/or original article.  Send with photo to MOAA via email to auxcomm@moaa.org
