The Virginia Council of Chapters (VCOC) of the MIlitary Officers Association of America (MOAA) selects priorities for Virginia to focus national legislative advocacy each year. Virginia priority objectives are recommended by the VCOC Legislative Committee, approved by the VCOC, and are generally a subset of national MOAA legislative priorities.

Virginia Chapters also establish VCOC Goals and Objectives, which include:
GOAL: IMPROVE LEGISLATIVE EFFECTIVENESS O-1 Increase Grassroots Support (numbers contacting legislators) O-2 Increase Legislative Team Members (to at least 3 per chapter) O-3 Each Legislative Liaison meet with each Virginia US Senator or Rep at least once each year to discuss VCOC & MOAA national objectives. O-4 (state) O-5 Attendance at Congressional Luncheon (from each Virginia Chapter). O-6 (state) O-7 Send VCOC National Priority Objectives to MOAA National each year.
